Meet Julia C. West
Julia was born in Rhodell, West Virginia, the daughter of Arvil Boyd Cyphers, Sr. and Mildred Cyphers. The family relocated to Kingsport in 1945. She was named for her grandmother, Julia Lane, a school teacher from Scott County, Va. She had a love of books and shared her grandmother’s passion of learning and higher education, which has led to the funding of scholarship programs through local universities for many years. She also had a strong affection for the Appalachian Mountains, the history of the people of Appalachia and her own family heritage, which she studied and shared throughout her life.
Julia’s legal career spanned more than two decades, focusing on government tort liability. She was a member of the Kingsport Bar Association, serving as its president in 2000. She was also a member of the Tennessee Bar Association and was admitted to practice before all State Courts in Tennessee, the U.S. District Court for the Eastern District of Tennessee, the U.S. Courts of Appeals for the Sixth and Fourth Circuits, and the U.S. Supreme Court.
Julia attended First Presbyterian Church of Kingsport, and was a dedicated member of the Kingsport Rotary Club for more than 20 years, where she was actively involved in their community service projects and initiatives. Her contributions to the club and the Kingsport community will be deeply missed.
Julia’s life was sustained by her deep love for family, including her marriage to her beloved husband, Lacy. She and Lacy bred, raised and showed Tennessee Walking Horses, including “Mack K’s Big Story”, “Go Boy’s April Love”, “Sweet Revenge” and “Final Expression”, many of which competed for national championship titles. She also shared the love of many family dogs and cats throughout her life, including Victoria, Charlie Jack, Sarah, Blue and many a barn cat.
Education
Julia had a deep love for learning and higher education. She wanted to help people in the area who desired to continue their postsecondary education but did not have the financial means to do so. This passion led to the funding of scholarship programs through local universities for many years.
The Arts
Julia loved literature, poetry, and the local arts scene in southern Appalachia. Julia’s love for the arts was central to her life, and the Foundation continues to support local artists, organizations, and cultural initiatives that enrich the community and celebrate creative expression.
Animal Welfare
Julia and her husband, Lacy, bred, raised, and showed Tennessee Walking Horses, many of which competed for national championship titles. She also shared the love of many family dogs and cats throughout her life.
About the Foundation
The Julia C. West Foundation is honored to continue her lifelong work of creating opportunities for others.
Julia, our benefactor, directed a sizable investment of money and real estate (the building at 537 E Center Street) be used to start our Foundation.
To honor her legacy of practicing law at the former West & Rose – Attorneys at Law, the building has been aptly and boldly named “WEST & ROSE – The Foundation Building”.
The invested funds will continue to deliver returns & growth to be further invested in our community.
We carry out our Foundation’s mission through two main initiatives: financial support & providing office space.

A sophisticated emerald and gold logo that makes a lasting impression.
The circle symbolizes continuity and unity, reflecting Julia’s enduring impact through her foundation’s dedication to arts, education, and the welfare of animals.
The circular form mirrors the whole note in music, representing harmony, timelessness, and the foundation’s commitment to sustaining the arts. The design also evokes the eye of an animal, signifying a keen vision and focus on the welfare of animals. Finally, the logo represents the never-ending pursuit of knowledge, the lifelong journey of learning, and the transformative power of education.
The classic serif font preserves the integrity of Julia’s decades-long career as a respected lawyer, embodying strength, tradition, and a deep sense of justice. This classy logo bridges tradition and purpose, connecting Julia’s passions.
Petworks
The Julia C. West Foundation is pleased to partner with Petworks Animal Services to procure safe, reliable (not to mention eye-catching) transportation for our local animals and the staff that serve our community.

Dobyns-Bennett Band
The Julia C. West Foundation is pleased to announce it’s LEGACY Sponsorship of Dobyns-Bennett HS Bands, in honor of their 100th anniversary in 2026. We pledge $100,000 over 4 years to support this talented collection of young musicians.

Boys & Girls Club of Greater Kingsport
We at the Julia C. West Foundation were honored to attend Boys & Girls Club of Greater Kingsport’s 75th Anniversary Diamond Celebration and present a gift of $25,000. This will help to ensure BGCK continues its mission of “Enabling all young people, especially those who need us most, to reach their full potential as productive, caring, responsible citizens.”
