Julia C. West
Foundation
The Julia C. West Foundation encourages and empowers charitable organizations and individuals through two main initiatives: granting financial support and providing office space.
We honor Julia’s legacy by her lifelong commitment of supporting our local community.
Meet Our Namesake,
Julia C. West
Julia lived a life in service to our local community. In her 85 years of life, Julia actively supported causes close to her heart: education, the arts, and animal welfare.
Before her passing, Julia told her family that she wanted to start a foundation in which her and her husband’s financial success would benefit people in the local community. Her passion for education, the arts, and animal welfare continues to drive the Foundation’s initiatives, ensuring that her legacy lives on in the heart of our community.
Julia’s life was sustained by her deep love for family, including her marriage to her beloved husband, Lacy. She and Lacy bred, raised and showed Tennessee Walking Horses, including “Mack K’s Big Story”, “Go Boy’s April Love”, “Sweet Revenge” and “Final Expression”, many of which competed for national championship titles. She also shared the love of many family dogs and cats throughout her life, including Victoria, Charlie Jack, Sarah, Blue and many a barn cat.

Julia’s love for the arts was central to her life, and the Foundation continues to support local artists, organizations, and cultural initiatives that enrich the community and celebrate creative expression.
Animal Welfare
Julia was a passionate advocate for animal welfare, particularly in the care and protection of animals in need. The Foundation supports local animal welfare initiatives that ensure the well-being of animals in our community.

Office Rental Space
in Kingsport
Julia owned a building in downtown Kingsport that originally served as her law firm. As part of her legacy, she wanted people to use the beautiful office space for their needs.
Whether you need a conference room for an upcoming meeting or a long-term private office, we’d love to host you at the West & Rose Foundation Building.
